What are Terminal Action Codes?

Terminal Action Codes or TACS are a set of codes which form part of the EMV configuration data and, like floor limits, are set by the retailer in discussion with the bank. TACs provide limited control over certain aspects of the EMV transaction in terms of whether to go-online or decline outright. These aspects include hot card check fail, expired card, failed cryptographic calculation, failed PIN check, etc. Thus an expired card need not be declined outright but may be forced on-line to let the bank decide. E.g. should the card from a bone fide cardholder only just have expired.
